  • Setting local speed limits
    The consultation builds on the Circular Roads 1/93 (Department of Transport / Welsh Office 1993) report to reflect important developments in speed management and the increased knowledge of the relationship between speed and the risk of collisions. These guidelines bring together the main features of other published guidance on speed limit related issues, in particular the DfT circular 01/2006, including speed related traffic regulation and signing, street lighting, traffic calming, speed limits in villages and 20mph zones and limits.  The guidance also gives examples of the types of roads on which particular speed limits might be suitable and sets out key elements of speed limit legislation.Hard copies of the consultation document can be obtained from:

  • Consultation on future of local speed limits on Welsh roads announced
    The Welsh Assembly Government is committed to continually promoting  road safety in Wales and to reducing the number of road collisions and casualties.

    This consultation marks an important step in this ongoing process and provides organisations and communities with the opportunity to debate appropriate speed limits for different roads.

    The 12-week consultation will look at several key issues relating to the setting of speed limits, and includes:

    • 20 mile an hour speed limits at appropriate locations - such as in the vicinity of schools;
    • Speed limits through villages;
    • The categorisation of routes by quality and traffic use;
    • The potential for, and implications of, 50 mph speed limits on lower quality rural roads; and,
    • A proposed period of five years for Highway Authorities to review and amend speed limits on their road networks
  • NEET consultation paper launched
    This document consults on proposals to reduce the number of young people not in education, employment or training (NEET) in Wales. It is part of a series of themed papers which address skills issues identified in Skills that Work for Wales, the draft skills and employment strategy.   • Have your say on services for kids in Pembrokeshire
    Would you like a chance to comment on the future of services for local children and young people? The Pembrokeshire Children and Young People’s Partnership are welcoming comments on its draft Children and Young People’s Plan 2008 - 2011.  
    A copy of the draft plan and feedback from can be downloaded from www.pembrokeshire.gov.uk or you can choose to complete the feedback form online. A young person-friendly version will be available on www.pembrokeshireyouthzone.co.uk shortly.

  • Proposals to change the structure of the NHS in Wales: Consultation Paper
    This Consultation Paper invites comments on proposed changes to the NHS in Wales.
    The areas for consultation include:

    • Abolishing the Internal Market in Wales, by providing funding from the Welsh Ministers or a National Board directly to NHS Trusts and Local Health Boards;
    • Three options for establishing a National Health Service Board for Wales (the National Board); these are a Special Health Authority, a Civil Service Board, or an Advisory Board supporting an Assembly Government Chief Executive. The National Board/Chief Executive will have oversight of the whole NHS in Wales, and will be responsible for agreeing with NHS Trusts and Local Health Boards the work which is to be carried out by them, and the funding which is to be provided in order to allow that work to be carried out;
    • A reduction from twenty-two (22) to eight (8) Local Health Boards in Wales (including Powys Local Health Board);
    • Transferring the management and provision of Community Services from NHS Trusts to Local Health Boards;
    • The constitution and membership of the new Local Health Boards in Wales;
    • The constitution and membership of NHS Trusts in Wales; and
    • A possible revised model for providing shared services, such as procurement, certain legal services and estates advice across Wales.

  • Draft Fire and Rescue Service National Framework for Wales for Consultation 2008-2011
    Sections 21 and 62 of the Fire and Rescue Services Act 2004 require the Welsh Assembly Government to publish the Fire and Rescue National Framework for Wales. The first National Framework was published in March 2005.
    Recognising the development
    Recognising the development in Fire and Rescue policy in Wales since devolution, Welsh Ministers have committed to replace the current Framework with a new one. This consultation draft Framework sets out the Welsh Assembly Government’s priorities and objectives for the Fire and Rescue Authorities in Wales and describes what is expected of them during the three year lifespan of the document.

    In March 2007 the Welsh Assembly Government published the policy statement “A Shared Responsibility – Local Government’s contribution to improving peoples lives” setting out local government’s contribution to the public service reform agenda in Wales. The policy statement contains a number of commitments the combined effect of which will require the statutory basis for performance improvement, the current best value regime, and local strategic planning in Wales to be reformed and redefined.
    You are invited to consider and respond to proposals for performance improvement and community planning as set out in the accompanying consultation paper.

  • Government of Wales Act 2006, s75: The new Business Scheme

    I am writing to invite comments on the enclosed Business Scheme.  

    Since its establishment the Welsh Assembly Government has had a statutory duty to consult the business community where the exercise of the Assembly functions impacts on the interests of business.  In this context ‘business’ includes trade unions During the passage of the Government of Wales Act 2006, it was agreed that the requirement to consult should be strengthened to give the business sector greater parity with the local government and voluntary sectors.

    The 2006 Act, therefore, requires Welsh Ministers to make a new Business Scheme setting out how they propose to consult the business community and to publish a report, at intervals of no more than 2 years, on how the scheme is being implemented

  • People, Places, Futures: The Wales Spatial Plan 2008 Update Consultation
    A consultation on the Wales Spatial Plan Update 2008: People Places Futures is running for 12 weeks from 31st January to 24th April 2008.  The document sets a vision for how each part of Wales should develop economically, socially and environmentally over the next 20 years and will guide the way the Assembly Government spends its money over the coming years.
    A huge amount of cross-sector and partnership working has seen real progress made against the goals identified in the first Spatial Plan in 2004.  It has helped achieve a joined up approach to complex issues such as transport, housing and settlement patterns for the first time, leading to more effective use of public finance

  • Consultation on the Health and Homelessness Standards
    The Minister for Health and Social Services, Edwina Hart AM MBE and the Deputy Minister for Housing, Jocelyn Davies AM, have approved the attached Health and Homelessness Standards for consultation. The Standards will inform the development of the Homeless and Vulnerable Groups Health Action Plans (HaVGHAPs) which are the Welsh Assembly’s necessary step change to ensure that the health needs of all ages of homeless people and specific vulnerable groups are addressed. In this context, the specific vulnerable groups include people who are homeless, asylum seekers and refugees, Gypsy-Travellers and migrant workers.
